a9bfe9e6d6
fix all XML example responses missing charset Change "Contact ID" with "Common ID", for now. Really would like to know which one is canonical. Added 3 reference constants. Linked things and fixed minor mistakes. Next is probably Passport SOAP, not sure.

Constants
This refers to all the constants used on the wiki.
Variables
- Base List Version: 255, increment by 1 every time List Version changes in a command article.
- Base Transaction ID: 1, increment by 1 every new client command in a command article.
