There should be rooms, and rooms can optionally be unlisted by whoever the owner of it is. Ownership is determined by who creates the room first. Rooms are removed when there are no longer any members in it (but site admins could make them persistent). Room owners could also pass over ownership, or grant administrative privileges to others.
